CHARLOTTE BOOZE HACKLEY

Charlotte “Pat” Booze Hackley, the meticulous, dignified, stylish auntie and friend, died on Monday, November 13, 2023, at Suburban Hospital in Bethesda, MD from heart failure. She was 78.

Pat, as she was affectionately called by her family and friends but known professionally as Charlotte, always proclaimed, “The things I know and have seen . . . I could write a book!” Her book would have introduced her as a blunt, no nonsense, dedicated worker but still a fun-loving, kind, generous woman who had a good life. Writing in pencil first, she would have crafted a story about her only love Jimmy and his Hackley family, her Booze and Tongue families, her successful rise in the Federal Government contracting field, and her friends.

Charlotte Patricia Booze was born the only child to Joseph Nathaniel “Nick” Booze and Ella Louise Tongue Thompson on September 23, 1945, at Freeman’s Hospital in Washington, DC. She spent her formative years in rural Galesville, MD; later relocating to Washington, DC, where she graduated with the 1963 class of Dunbar Senior High School. She married James “Jimmy” Edward Hackley on August 24, 1968, in Washington, DC, at Greater New Hope Baptist Church, where she was also baptized on December 14, 1980. They eventually settled in Forestville, MD, where she maintained a home for 37 years.

After landing jobs first with the U.S. Department of Labor and U.S. Coast Guard, Pat moved to the U.S. Department of Transportation (DOT). This pivotal move led to a rewarding career in Federal contracting and acquisitions. A respected leader in the Federal contracting arena, Pat had a reputation for getting the job done. Her peers esteemed her knowledge and expertise. She could cite Federal acquisition regulations without hesitation. She received the Secretary of Transportation Partnering for Excellence Award and numerous awards throughout her career. Senior officials and private sector customers continually wrote accolades for her professionalism and tireless, exemplary performances. Pat’s last promotion was Director of Acquisition Management under the DOT Office of the Secretary. She managed a staff that was responsible for accurate DOT Acquisition Regulations and Policy and Procedures. Pat retired November 1, 2002, with over 38 years of public service.

Pat really enjoyed her retirement. She took lessons on the acoustic guitar, electric guitar, and electric keyboard. She traveled with her husband and friends throughout the Caribbean islands, eastern resort cities, and Hawaii. She was an avid fan of the Redskins, now Commanders, but she followed the Nationals and the Mystics as well. She loved dancing to the “oldies” and spending time with her high school classmates. Her favorite pastime was being with family and spoiling her goddaughter, Leila Alexis Hackley, and other great-nieces and great-nephews. She gave her time and energy to being a devoted caregiver to family members when needed. Yet she never asked for anything in return. She was a member of Greater New Hope Baptist Church until 2010. Her favorite books of the Bible were the Proverbs and the New Testament.

Survivors include her goddaughter Leila Hackley, daughter of Lynn, Sr, and Heather Hackley; aunts Mrs. Florine Thompson, Shadyside, MD, and Mrs. Dorothea McCullers (Ocie), Annapolis, MD; sister-in-law Barbara Williams (Elfonza), Fairfax, VA; best friend, Vernice Jackson; many Hackley cousins, nieces, nephews; numerous Booze/Turner and Tongue cousins; and friends. Pat was preceded in death by Jimmy, her devoted husband and constant companion of 56 years; her stepson, James Anthony Hackley; her parents, Joseph and Ella; and father and mother-in-law, Will Mason Hackley and Bessie Mae White.
