Evelyn Evon Turner was born on September 22, 1954 in Buffalo, New York. to the late Stephen Robert and Sarah Lee Turner.
She graduated from Williamsville-South High school In Williamsville New York. Evelyn graduated from Bowie State in , Bachelor Degree from the School of Social Work. She obtained her Masters Degree of Social Work from the University of Maryland Baltimore campus.
As a licensed Social worker at the Matthew Memorial Baptist Church In Washington DC., she provided services for the residents of the southeast community as needed. As Director of "My sister's place" she managed the daily operations of the facility that provided a safe haven for those in need.
Evelyn was initiated into Delta Sigma Theta Sorority Incorporated April 26,1986
